City Manager Landon, 

Florida Park Drive is above “8 Times” the recommended volume of traffic for a residential neighborhood.

The excessive traffic is harming the health of residents on this street. 

What plans does the city have to correct this? 

Traffic Volume & Neighborhoods Impacts

The volume of traffic causing an unacceptable Level of Service (LOS) may be well above

that causing excessive noise, safety, health, or property value impacts. For example, a typical

two-lane (one lane in each direction) 20-foot wide neighborhood street can accommodate

a traffic volume of less than 1,000 vehicle trips without a significant adverse effect on quality of life. 

An increase in heavy truck traffic may also cause damage to nearby homes due to

vibrations transmitted through the earth. While some truck traffic is essential on neighborhood

streets (e.g. refuse collection, delivery trucks, and fire engines) an excessive increase in trucks

passing through a neighborhood could lower property value and overall quality of life.

Note:  On FL PK DR the vibrations from the eighteen wheelers, dump trucks, and cement haulers can be felt throughout the house. 

Unfortunately, many traffic review agencies only look at Level Of Service to determine whether a

proposed development project will cause excessive impacts.  The LOS approach allows higher traffic

volumes than is desirable on most neighborhood streets.

 Mayor Netts,

 The speeding that my neighbor, Winnifred, talked about last night at the City Council Meeting is in the northern part of FL PK DR, where there are no devices to pick up speeding and that is why speeders are getting away with it.

Those traveling north on FL PK DR know once they have passed the speed indicator device they are free to pick up speed and by the time they reach northern FL PK DR the speed is well over  30MPH.

Those traveling south on FL PK DR from Palm Harbor Parkway know they can speed until they get near the speed indicator.

To them the northern part of FL PK DR is considered a free speed zone and they definitely take advantage of it; this includes large trucks.

 What surprised me the most was the City’s confession that they allow traffic flow to be determined by drivers and not the City, and that is why FL PK DR was reclassified as a major road.

No wonder our City’s traffic is in chaos-- just go with the flow, it doesn’t matter who it harms. 

Again the City failed to address the “health issues” of FL PK DR.

The issue on FL PK DR is about the “people” and their “health”; it’s not about traffic flow; it’s not about traffic in itself; it’s about people’s lives and their health.

The residents are concerned about their health and about their children’s learning abilities being harmed, thus robbing them of a future. 

What is the City of Palm Coast going to do to protect the health of the citizens on FL PK DR from the harm caused by excessive traffic, and its noise and fumes?

I would like to say thanks for you listening to our problems on Florida Park Drive.

 

The health issue is not an issue we can just let die; we pay taxes for the city to protect us and in this respect the city is failing.

 

I would like to give you another perspective.

If you had a loved one that was in a nursing home and the facility subjected that love one to toxic fumes all day and noises that disturbed their sleep all through the day and night causing them health issues; would you want the nursing facility to fix the problem that is causing the harm to that loved one?  Well treat us as that loved one.

 

By the city refusing to correct this problem we feel the city is purposely endangering our health and our financial stability (lowering our property values).

 

Residents of Florida Park Drive would like a meeting with the Mayor and City Manger to discuss the health issues; can we count on you to arrange a meeting?

The Community Center is a good location for the meeting.

 City Manger Landon,

 The more research you do on traffic noise produces more and more scientific facts that traffic noise is harmful to people’s health.

The residents of Florida Park Drive wants the city to do something about the excessive traffic in our residential neighborhood.

Using our residential neighborhood to exchange traffic between two major parkways (Palm Coast Parkway and Palm Harbor Parkway) is wrong and causing health problems.

I asked for a study of how many residents of FL PK DR have died while living in the FL PK DR neighborhood; do you have the figures on that yet?

 Florida Park residents would like a meeting to discuss the health issues and what the city plans to do to correct the problem.

 Ray,

For well over a year Florida Park Drive residents  have been trying to get the Mayor and City Manager to do something about the excessive traffic on Florida Park Drive.

The excessive traffic is causing many health issues for children, the elderly, and the rest of us.

Along with the excessive traffic and health issues is the uncontrollable speeding all hour of the day and night.

I asked the Mayor for an air quality and traffic noise analysis.  No response from the Mayor.

I asked the City Manager to address the health issues associated with the excessive traffic. No response on health issues.

I’d also would like to know why the City of Palm Coast is exempt from the below FDOT regulation?

 Section 19, paragraph 1, page 2-31, of Land Development & Subdivision Regulations That Support Access Management for Florida Cities and Counties states,
"The street system of a proposed subdivision (C-Section over the years) shall be designed to coordinate with existing (Fl Pk Dr), proposed, and planned streets outside
of the subdivision as provided in this Section." C-Section growth substantially impacted the traffic on Florida Park Drive to the point it is causing health issues.

Section 19, paragraph 4, page 2-31, states "Subcollector and local residential access streets shall connect with surrounding streets to permit the
convenient movement of traffic between residential neighborhoods or facilitate emergency access and evacuation, but such connections shall not
be permitted where the effect would be to encourage the use of such streets by substantial through traffic. I believe ITT connected Palm Harbor Parkway
to Palm Coast Parkway to move traffic away from the residential neighborhoods why is it not being used that way?

Section 19, page 2-31, Commentary: Local governments must maintain a tenuous balance between enhancing accessibility and limiting excessive
through traffic in residential areas. These standards strive to address both considerations.

Please plan a meeting to listen to the residents of Florida Park Drive.
