Palm Coast, Fl - Excessive Traffic on Fl Pk Dr Endangers Residents' Health/Lives

Why is FL PK DR more important to the City as a thoroughfare than the health and lives of the residents ?

Since the City recognized the traffic was heavy (in 2003) on the residential street, FL PK DR, and added turn lanes from two parkways (after 2003) onto FL PK DR which substantially increased the traffic, then the harm to the residents seems to be intentional. - - (See bottom of page 3)
1). The City will decide which children will NOT have a healthy environment. (Harmed by traffic fumes and traffic dust)
2). The City will
decide which children learning capabilities will be harmed. (Harmed by traffic noise)
3).
The City will decide which children will have higher risks of cancer, diabetes, asthma, and other respiratory problems.
